Bulletproof Host Stark Industries Evades EU Sanctions

Summary
A recent report by KrebsOnSecurity has found that the European Union’s sanctions against Stark Industries Solutions, a notorious Russian ISP that has frequently been linked to large-scale DDoS attacks, disinformation campaigns, and other online malign activities, have been ineffective.
Stark simply rebranded to the[.]hosting controlled by the Dutch entity WorkTitans, which is operated by MIRhosting, and continues to operate and provide services under new branding with no significant disruption.
Stark is a bulletproof hosting provider that cultivated a reputation for ignoring any abuse complaints or police inquiries and was formed just before Russia invaded Ukraine in 2022.
The EU imposed sanctions on Moldova-based PQ Hosting as well as its owners Yuri and Ivan Neculiti for their links to Russia’s hybrid warfare efforts.
However, just before the sanctions were announced, the Neculiti brothers moved much of Stark’s assets to a new company in Moldova, PQ Hosting Plus, which is connected to the Neculiti brothers by reusing the original PQ Hosting phone number.
