Level scaling in The Elder Scrolls IV: Oblivion has been removed for the remastered edition, according to the game’s designer, Bruce Nesmith.
Nesmith said the original Oblivion’s system, which increased the level of enemies as the player progressed, was a mistake and the studio, Bethesda, had learned from this for the subsequent Elder Scrolls V: Skyrim.
Oblivion’s remaster developers have made significant changes to the levelling system, including dishing out XP for each skill and letting players choose which attributes to improve.
mods have also been created to remove level scaling from the original game.
