Valve explain why using PayPal for Steam purchases isn't currently an option in a whole bunch of countries

Summary
For around a month, Steam users have been unable to make payments using PayPal, with Valve only recently offering an explanation.
The problem stems from Valve’s bank terminating support for processing transactions related to the platform.
This affects all currencies except euros, Canadian dollars, pounds, Japanese yen and US or Australian dollars.
While Valve hopes to restore PayPal support for these currencies at a future date, it is unclear when this will be and they are currently evaluating additional payment methods generally.
This all comes shortly after Valve changed its content guidelines following pressure from financial institutions and anti-pornography groups.
There is no confirmation that the two issues are related.
